Violating Emirates ID Rules in the UAE can Lead to Hefty Fines
Heavy fines will be imposed on those violating Emirates ID rules in the UAE. According to the ICP, a fine of AED20 would be charged a day, up to AED20,000 on various violations related to Emirates ID and residency and foreign affairs, depending on the type of violation. Here is what we know so far.
Two types of violations are noted for Emirates ID services, one where registration to get an ID is delayed and the other is where one fails to renew the ID card after 30 days from the date of its expiration. The fine imposed on this is AED20 per day, with a maximum of AED1,000.
6 types of violations of residency and foreign affairs services are also charged, at a value of AED500. These violations include:
- Submitting transactions officer which do not belong to the establishment the representative works for, to the passport officer.
- Submitting transactions via e-dirham which do not belong to the establishment the representative works for.
- Expiry of the representative’s card
- Not showing the representative’s card while submitting transactions.
- Violating the work system in the service centres
- Non-compliance with the pledge submitted by persons to the ICP.
Apart from these, misuse of the system, obstructing the work of employees, not cooperating with them or non-compliance of the system users to pay services would be considered as violations and are charged AED5,000, in addition to another violation - submitting inaccurate typed transactions, the value of which is Dhs100. If a person provides incorrect data, it could to a fine of AED3,000, while the fine for issuing visas or entry permits for an establishment which does not carry out any activity is AED20,000.
Exemptions
All Emirati citizens, GCC citizens, expatriates and residents who fail to get or renew their identity cards or that of their sponsored on the specified date can apply for exemption from fines, as long as they meet the exemption conditions. Other exemptions include:
- People who left the country and stayed abroad for more than three months; a resident whose residence lapsed while he was abroad (after the date of departure), if this can be established by the date of exit on his passport.
- People whose identification documents have expired as a result of being deported pursuant to an order, administrative decision, or judicial decision; or individuals whose passports have been seized pending litigation or as a result of their renewal, provided that this is demonstrated by documentation such as a letter or receipt from the agency that deported the individual or suspended him pending litigation; or through a passport renewal receipt.
- Individuals with an infectious disease, those who are clinically incapacitated, or those who have a total or partial disability, as long as this is demonstrated by a medical certificate issued by the appropriate authorities in the country.
- Seniors (70 years of age and older) who are unable to visit customer service facilities, provided that this can be demonstrated by presenting a family book, a passport, or any other recognised document proving the person's age.
- Those who are eligible for social security benefits and their sponsored, provided that the Ministry of Community Development (MOCD) or other appropriate authorities can formally certify their eligibility.
- Person who has not been issued an ID before obtaining the UAE nationality or before obtaining the family book.
- If the delay in registration or the renewal of the ID card was brought on by a mistake made by the authority or one of the typing offices that it assigned.
